Who is the Johnson County Emergency Communications Service? The Johnson County Emergency Communications Service,Inc is the only member affiliated of RACES and SKYWARN for Johnson County,KS. Through existing regulatons,agreements and special coordination,the director of Johnson County Emergency Management utilizes and recognizes Johnson County ECS,Inc. as a resource for highly trained, prepared and professional trained storm spotting and emergency communications providers. When severe weather threatens, the National Weather Service in Pleasant Hill,Missouri contacts the Emergency Manager of each county affected. The Duty Officer at the Emergency Operations Center (EOC) notifies the specially- trained amateur radio Net Control Station (NCS), who then activates the ECS net. A rotation of eight Net Controllers Operators provide 24/7 on-call coverage in the event net activation becomes necessary. At this time, member stations who have completed special training and are Certified Storm Spotters check in to the net and receive spotter location assignments. Storm Spotters serve as a vital element for issuing severe weather warnings. Field reports from spotters are monitored by the National Weather Service. These reports are used to confirm what the National Weather Service sees on radar or to identify severe weather that radar sometimes can't see.
